SOCIAL WELFARE, FINANCE AND LABOUR SECTOR

Decree No. 20/2025 of 9 July 2025 (Official Gazette No. 129, Series I) - Grants forgiveness of fines and reduction of interest on arrears to taxpayers and self-employed workers in the Compulsory Social Security System.

Entry into force: July 09, 2025.

STATE BUSINESS SECTOR AND TRANSPORT

Decree No. 22/2025 of 18 July 2025 (Official Gazette No. 136, Series I) - Authorises the Ministers of Transport and Logistics and of Agriculture, Environment and Fisheries to sign the Special Licence for the provision of port services at the Chongoene Port Terminal in Gaza Province.

Entry into force: July 18, 2025.

Decree No. 23/2025 of 18 July 2025 (Official Gazette No. 136, Series I) - Authorised the Ministers of Transport and Logistics and of Agriculture, Environment and Fisheries to sign the Special Licence for the provision of port services at the Pemba Port and Logistics Terminal in Cabo Delgado Province.

Entry into force: July 18, 2025.

FINANCE, PUBLIC SERVICE AND JUSTICE SECTOR

Decree No. 24/2025 of 29 July 2025 (Official Gazette No. 143, Series I) - Approves the Regulations on the Asset Declaration System and repeals Decree No. 27/2014 of 6 June and Decree No. 17/2020 of 15 April.

Entry into force: 29 July 2025.

TRADE AND INDUSTRY SECTOR

Decree No. 31/2025 of 11 September 2025 (Official Gazette No. 174, Series I) - Approves the Regulation on the Control of Production, Marketing and Consumption of Alcoholic Beverages.

Entry into force: 11 October 2025.

FINANCE SECTOR

Resolution No. 18/2025 of 30 July 2025 (Official Gazette No. 144, Series I) – Approves the Medium-Term Fiscal Scenario for the period 2026-2028, abbreviated as CFMP 2026-2028.

Entry into force: 30 July 2025.

INTERNATIONAL RELATIONS AND TRANSPORT SECTOR

Resolution No. 19/2025 of 7 August 2025 (Official Gazette No. 150, Series I) – Ratifies the amendment to Article 10 (4) of the Constitution of the African Civil Aviation Commission, the text of which in Portuguese, attached hereto, forms an integral part of this Resolution.

Entry into force: 7 August 2025.

STATE ADMINISTRATION, AGRICULTURE AND RURAL DEVELOPMENT SECTOR

Resolution No. 20/2025 of 25 August 2025 (Official Gazette No. 162, Series I) – Approves the Organic Statute of the Mozambique Agricultural Research Institute, a public institute, abbreviated as IIAM.

Entry into force: 25 August 2025.

COMMUNICATIONS SECTOR

Resolution No. 3_BR/CA/INCM/2025 of 17 July 2025 (Official Gazette No. 164, Series I) – Approves the Technical Standard establishing and defining the necessary and adjusted technical details for the implementation of National Roaming.

Entry into force: 17 July 2025.

STATE BUSINESS SECTOR AND ENERGY

Resolution No. 30/2025 of 9 September 2025 (Official Gazette No. 172, Series I) – Authorises Empresa Nacional de Hidrocarbonetos, E.P., to acquire all shares representing 70% (seventy per cent) of the share capital of ENH KOGAS, S.A., held by Kogas Moçambique, Limitada.

Entry into force: 9 September 2025.

STATE BUSINESS SECTOR, FINANCE AND TRANSPORT

Resolution No. 28/2025 of 9 September 2025 (Official Gazette No. 172, Series I) – Regarding the assumption by the State of the payment of the annual instalments of the debt of LAM, S.A., guaranteed by the State with commercial banks, and authorising the entity that manages and coordinates the state business sector to set up a special purpose vehicle for the management and settlement of the debt.

Entry into force: 9 September 2025.

AGRICULTURE, TRADE, FINANCE AND INDUSTRY SECTOR

Ministerial Decree No. 65/2025 of 4 August 2025 (Official Gazette No. 147, Series I) – Amends Articles 2, 6, 9 and 18 of the Regulation on the Sealing of Alcoholic Beverages and Manufactured Tobacco, approved by Ministerial Decree No. 64/2021 of 21 July.
