STATE ADMINISTRATION, DEFENCE AND SECURITY SECTOR

Law No. 1/2025 of 11 April 2025 (Official Gazette No.069, Series I) - approves the Political Commitment to an Inclusive National Dialogue, signed on 5 March 2025 between the Government and the political parties represented in the Assembly of the Republic, the Provincial Assemblies and the Municipal Assembly.Entry into force: April 11, 2025.

STATE ADMINISTRATION AND FINANCE SECTOR

Law No. 2/2025 of 26 May 2025 (Official Gazette of the Republic No. 098, Series I) - approves the Economic and Social Plan and State Budget, abbreviated as PESOE, for the year 2025.Entry into force: May 26, 2025.

FINANCE SECTOR

Law No. 3/2025 of 21 May 2025 (Official Gazette of the Republic No. 095, Series I) - Amends Article 9(13) of the Value Added Tax (VAT) Code, approved by Law No. 32/2007 of 31 December, amended and republished by Law No. 13/2016 of 30 December, amended successively by Law No. 16/2020 of 23 December and Law No. 22/2022 of 28 December.Entry into force: May 26, 2025.

TRANSPORT SECTOR

Decree no. 7/2025 of July 4, 2025 (Official Gazette No. 065, Series I) - amends Articles 3, 5(3), 7(2) and (3), 11(2), 16(4) and (5), 17(2), 18(g), 20(1) and (2), 21(2), 29(4), 30(1), 32(2), 41(1), 42, 43(3) and 51 of the Regime for the Concession of Toll Roads and Bridges, approved by Decree No. 31/96.Entry into force: April 04, 2025.

STATE BUSINESS SECTOR, ENERGY AND MINES

Decree no. 9/2025 of April 11, 2025 (Official Gazette No. 069, Series I) - Approves the Development Plan for the Coral Norte FLNG Project, for the development and production of 3.55 MTPA of LNG over 30 years, in the Coral Eocene 441 deposit, located in Area 4 Offshore of the Rovuma Basin.Entry into force: April 11, 2025.

STATE ADMINISTRATION AND FINANCE SECTOR

Decree no. 11/2025 of April 25, 2025 (Official Gazette No. 078, Series I) - Creates the Economic Recovery Fund, Public Fund, abbreviated as FRE, FP.Entry into force: April 25, 2025.

Decree no. 17/2025 of June 27, 2025 (Official Gazette No. 121, Series I) - Establishes rules for the implementation of the Economic and Social Plan and State Budget (PESOE) for 2025, approved by Law No. 2/2025 of 26 May, and delegates powers to the Minister of Finance, Minister of State Administration and Civil Service, Sectoral Ministers, Secretaries of State in the Provinces and Secretary of State in the City of Maputo, Provincial Governors, District Administrators, Heads of State Bodies or Institutions not under the supervision of a Minister and the Heads of the Bodies of the Justice Administration System, and repeals Decree No. 3/2024 of 23 January and all legislation contrary to this Decree.

Entry into force: June 27, 2025.

STATE ADMINISTRATION, COMMUNICATIONS AND FINANCE SECTOR

Decree no. 11/2025 of May 16, 2025 (Official Gazette No. 092, Series I) - approves the Universal Access Service Fund Regulation, attached hereto, which forms an integral part of this Decree and repeals Decree No. 62/2017 of 9 November.Entry into force: May 16, 2025.

LABOUR SECTOR

Decree no. 16/2025 of June 19, 2025 (Official Gazette No. 116, Series I) - Approves the Regulation on the Licensing and Operation of Private Employment Agencies and repeals Decree No. 16/2018, of 23 April, which amends and republishes Decree No. 36/2016, of 31 August, and Decree No. 87/2023, of 29 December.Entry into force: June 19, 2025.

PRESIDENTIAL DECREES

STATE ADMINISTRATION AND PUBLIC SERVICE SECTOR

Presidential Decree no. 16/2025 of Abril 14, 2025 (Official Gazette No. 070, Series I) - Defines the nature, duties, powers and functioning of the Interministerial Commission for Public Administration Reform, abbreviated to CIRAP, and repels Presidential Decree No. 37/2020 of 30 November.Entry into force: April 14, 2025.

RESOLUTIONS

ENERGY AND MINING SECTOR

Resolution no. 9/2025 of April 29, 2025 (Official Gazette No. 080, Series I) - Approves the Terms and Conditions of the Transaction Agreement to be entered into between the Republic of Mozambique and Minas de Revuboè, Lda, aimed at the comprehensive and definitive resolution of the dispute between the parties and the total and mutual waiver of their claims relating to Mining Concession 4064C, and revokes Resolution No. 44/2024 of 2 August.Entry into force: April 29, 2025.

HEALTH AND FINANCE SECTOR

Resolution no. 18/2025 of April 28, 2025 (Official Gazette No. 079, Series I) - Approves the Regulation establishing the legal framework for the licensing of retail establishments selling pharmaceutical products and repeals Ministerial Decree No. 242/2011, which repealed Ministerial Decree No. 55/2010 of 23 March, published in the Official Gazette No. 11, Series I of 23 March, which approved the Regulation establishing the Procedures for Licensing and Granting Permits to Pharmacies, Drugstores, Herbalists and Medicine Outlets.Entry into force: April 28, 2025.

Resolution no. 17/2025 of May 14, 2025 (Official Gazette No. 090, Series I) - Approves the Five-Year Government Programme 2025–2029, abbreviated as PQG.Entry into force: May 14, 2025.

Resolution no. 16/2025 of May 12, 2025 (Official Gazette No. 088, I Série) - Approves the National Development Strategy 2025-2044, abbreviated as ENDE.Entry into force: May 12, 2025.

Order of 28 April 2025 (Official Gazette No. 094, Series I) - Concerning the transformation of the Juvenile Section of the Judicial Court of the Province of Zambézia into the Family and Juvenile Section, the specialisation of the 1st section of the Judicial Court of the Municipal District of KaTembe – City of Maputo in civil matters and the specialisation of the 2nd section of the Judicial Court of the Municipal District of KaTembe – City of Maputo in criminal matters.Entry into force: May 20, 2025.

Order of 28 May 2025 (Official Gazette No. 111, Series I) - Regarding the creation of the Judicial Courts of the Provinces of Zambézia and Tete, the entry into operation of the 2nd Section of the Judicial Court of the District of Gorongosa – Province of Sofala, and the specialisation of the Judicial Courts in the Provinces of Zambézia, Sofala, and Tete.Entry into force: June 12, 2025.
